Amy Hyne-Sutherland, PhD

Chief Executive Officer

Amy Hyne-Sutherland serves as Chief Executive Officer of the Nevada Association of Counties (NACO), where she leads the organization in advancing the interests of Nevada’s counties and supporting county leaders across the state.

Amy joined NACO in 2023 and previously served as Health & Human Services Manager. She brings extensive experience in health equity advocacy, community health research and needs assessments, community outreach and program development, government relations, and nonprofit healthcare leadership. Prior to joining NACO, she led community health outreach, government relations and advocacy, and efforts to create a more culturally responsive healthcare experience at a regional health system.

At NACO, Amy works closely with Nevada’s county commissioners, elected officials, state policymakers, and community partners to strengthen county government, advance effective public policy, and develop solutions to the challenges facing Nevada’s counties and communities. Her work is grounded in a commitment to collaboration, innovation, and practical strategies that improve the capacity of counties to serve their residents.

Amy earned a bachelor’s degree in Psychology from the University of California at Santa Barbara and master’s and doctoral degrees in Asian Cultures & Languages from the University of Texas at Austin. Before transitioning to a career in public policy, her academic research and teaching focused on mental health and illness in South Asia, the intersection of religious practice and mental health, and global approaches to community-based mental healthcare.

Born and raised in Nevada, Amy is passionate about strengthening county government and developing and optimizing the public services, programs, and partnerships that support healthy, thriving communities across her home state.

JENNIFER BERTHIAUME

Government Affairs Manager

Jennifer joined NACO in February 2022 as Government Affairs Manager, bringing nearly two decades of experience in government, public policy, and legislative affairs. She began her career in government in 2007 and has developed proficiency navigating complex legislative and policy issues across multiple jurisdictions.

Prior to joining NACO, Jennifer served on the staff of two United States Senators, where she specialized in healthcare, appropriations, Nevada land and water use, federal budgeting, and education policy during the 110th and 111th Congresses. At the state level, she worked with the Florida Legislature, participating in six regular sessions and five special sessions, as the Legislative Coordinator for the Florida Housing Finance Corporation.

Jennifer’s career has given her a firsthand understanding of the legislative process at the federal, state, and now local levels of government. Throughout her career, she has seen the value of building strong relationships, listening to different perspectives, and advocating for priorities with honesty, integrity, and a commitment to finding common ground.

Jennifer holds a Bachelor of Science in Healthcare Administration and Policy from the University of Nevada, Las Vegas and a Master of Public Administration from Florida State University.

AMANDA BERG

Office Manager

Amanda has been NACO’s Office Manager since January 2015. Amanda has a background in real estate, development, and government affairs. Prior to joining NACO Amanda was a principal in a construction and development company in Douglas County and was a purchasing administrator for a Nevada homebuilder. Her experience includes work in the title and escrow field and she studied business administration at Mohave Community College in Arizona. Amanda also acts as the Secretary to the Board of Directors and the Board for the Fund for Hospital Care to Indigent Persons (IAF).
